In EVE game, some ships are specific and unique to a certain NPC factions but can not be bought on the regular markets. The ways to acquire them are through contracts, corporate theft or LP stores. At the same time, there are frigate, cruiser, and battleship faction ships existing which are generally considered much better than Tech I ships, but are not as good as the Tech II ships. There are no high skill requirements added to these ships as did to Tech II ships. The types for faction ships are ranging from mildly rare to extremely rare, and they cost as much as a Tech II ship of the same class.
